भूटान में धू्म्रपान विरोध क़ानून के तहत एक बौद्ध भिक्षु को पाँच साल की क़ैद हो सकती है.
पुलिस ने अभी तक भिक्षु का नाम नहीं बताया है लेकिन ये ज़रुर कहा है कि भिक्षु सिर्फ़ 24 वर्ष का है उसके पास से खाने वाली तंबाकू के 72 पैकेट मिले हैं.
भूटान ने 2005 में देश भर में तंबाकू की खरीद बिक्री पर प्रतिबंध लगा दिया था. भूटान की कोशिश है कि वो दुनिया का ऐसा देश हो जाए जहां तंबाकू के किसी उत्पाद का इस्तेमाल न होता हो.
अधिकारियों का कहना है कि देश में प्रतिबंध भले ही हो लेकिन भारत से लगातार तंबाकू की तस्करी हो रही है इसलिए प्रतिबंध का अधिक फ़र्क नहीं पडा है.
2005 में पारित क़ानून के तहत पुलिस को ये अधिकार हैं कि वो तंबाकू उत्पादों की तलाशी लेने किसी के भी घर में जा सकती है, दुकानदारों को जेल भेज सकती है और तंबाकू उत्पादों का उपयोग करने वालों को गिरफ़्तार कर सकती है अगर वो आयातित सिगरेटों की खरीद की कस्टम पर्ची न दिखा पाएं.
कस्टम के ज़रिए अत्यंत कम मात्रा में सिगरेटों की खरीद को अनुमति है.
भूटान के नारकोटिक ड्रग्स क़ानून से जुड़े एक अधिकारी ने बीबीसी से कहा, ‘‘ हम बौद्ध भिक्षु पर नियंत्रित पदार्थ की तस्करी का आरोप लगाएंगे जो गंभीर मामला है.’’ इन आरोपों के तहत पाँच साल की क़ैद हो सकती है.
हालांकि भूटान में घरों में सिगरेट पीने पर प्रतिबंध नहीं है लेकिन सिगरेट खरीदने पर प्रतिबंध ज़रुर है. क़ानून के तहत सिगरेट पीने वाले एक महीने में 200 सिगरेट या किसी और तंबाकू उत्पाद का 150 ग्राम आयात कर सकते हैं.
बौद्ध भिक्षु का कहना है कि उन्हें इस क़ानून के बारे में नहीं पता था और वो रसीद नहीं रख सका है. पुलिस इस दावे को मान नहीं रही है.
बौद्ध धर्म को मानने वाले भूटान में बौद्ध भिक्षुओं का बहुत सम्मान होता है और हज़ारों बौद्ध भिक्षुओं की देख रेख का ज़िम्मा सरकार का है.
भूटान में लोग शराब और सिगरेट के शौकीन है इसलिए इस क़ानून को मानने में लोगों को परेशानी हुई थी लेकिन लोगों ने इसका विरोध नहीं किया था
